Time Limit - Advertisements The permission hereby granted for display of the proposed advertisement(s) shall expire five years from the date of this notice. Reason: As is required by part 3 (para 16(2)c) of the Town & Country Planning (Control of Advertisements) Regulations 2007.
Approved Plans The development hereby approved shall be carried out in complete accordance with the plans and specifications detailed below and shall relate to no other plans: a) Location Plan, Received 8th July 2026 b) Proposed Elevations, Dwg. no. PY4623/046, Received 25th June 2026 Reason: For the avoidance of doubt and to ensure that the development is carried out as approved.
Reason for Approval This application is satisfactory in that the design of the proposed installation of single-sided internally illuminated 6-sheet advertisement and single-sided digital advertisement (removal of existing advertisement) accords with the principles of the National Planning Policy Framework (NPPF) and, where appropriate, the Council has worked with the applicant in a positive and proactive way in line with the NPPF. In addition the installation of single-sided internally illuminated 6-sheet advertisement and single-sided digital advertisement (removal of existing advertisement) accords with the local policy requirements (Policies CS5, DC1 of the Council's Local Development Framework). In particular the installation of single-sided internally illuminated 6-sheet advertisement and single-sided digital advertisement (removal of existing advertisement) are designed so that their appearance is complementary to the existing dwellinghouse and so that they will not have a detrimental impact on the amenity of any adjoining or nearby resident. The installation of single-sided internally illuminated 6-sheet advertisement and single-sided digital advertisement (removal of existing advertisement) will not prejudice the character and appearance of the area and will not significantly affect any landscaping nor prevent adequate and safe access to the dwelling. The application is therefore considered to be an acceptable form of development, fully in accordance with the relevant policy guidance and there are no material considerations which would indicate that the development should be refused.
Display Times The minimum display time of each successive advertising image shall be no less than 10 seconds per image. The display shall include a mechanism to freeze or turn off the screen in the event of a malfunction or if the display is not in use. Reason: In the interests of highway safety and amenity of the area having regard for Policy DC1 of the Local Plan.
Intensity of Illumination The intensity of the illumination of the advertisement display permitted by this consent shall be no greater than 300cd/m2 during the hours of darkness (dusk to dawn) and no greater than 3500cd/m2 during daytime hours (dawn to dusk), this is in accordance with the maximum luminance values for a sign within Environmental Zone 4 as set out in tables 10.4 and 10.5 respectively of the Institute of Lighting Professionals ‘Professional Lighting Guide 05 (PLG 05) Brightness of Illuminated Advertisements’ (or its equivalent in a replacement Guide). Reason: To protect the visual and residential amenities of the area, public safety and to reduce light pollution having regard for Policies DC1, CS4 and CS5 of the Local Plan and section 12 of the NPPF.
No Moving Images There shall be no moving images, animation, video or full motion images displayed unless otherwise permitted by this consent. Reason: In the interests of highway safety and amenity of the area having regard for Policy DC1 of the Local Plan.
Statutory Requirements The advertisements hereby approved must adhere to the statutory requirements detailed below: a) Any advertisement displayed and any site used for the display of advertisements shall be retained in a clean and tidy condition which does not impair visual amenity, cause danger, nuisance or hazard to the public to the reasonable satisfaction of the Local Planning Authority; b) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition that does not endanger the public; c) Where an advertisement is required under these Regulations to be removed, the site shall be left in a safe condition that does not cause danger, nuisance or hazard to the public or impair visual amenity to the reasonable satisfaction of the Local Planning Authority; d) No advertisement shall be displayed without the permission of the owner of the site or any other person with an interest in the site entitled to grant permission; and, e) No advertisement shall be sited or displayed so as to obscure or hinder the ready interpretation of any road traffic sign, railway signal or aid to navigation by water or air, or so as otherwise to render hazardous the use of any highway, railway, waterway or aerodrome (civil or military). Nor shall any advertisement hinder the operation of any device used for the purpose of security or surveillance or for measuring the speed of any vehicle. Reason: To comply with Regulation 14(1) and Schedule 2 of the Town and Country Planning (Control of Advertisement)(England) Regulations 2007 and section 12 of the NPPF.
Removal After Permission Expires The advertisements hereby granted consent shall be removed from site after the expiry of five years from the date of this consent. Following the removal of the advertisements the site shall be left in a safe condition that does not cause danger, nuisance or hazard to the public or impair visual amenity to the reasonable satisfaction of the Local Planning Authority. Reason: To protect the visual and residential amenities of the area having regard for Policies DC1, CS4 and CS5 of the Local Plan and section 12 of the NPPF.
