In addition, the proposed temporary modular building accords with the local policy requirements (Policy CS4 and CS5 & DC1 of the Council's Local Development Framework). In particular, the proposed temporary modular building is designed so that the appearance is complementary to the existing buildings within the hospital grounds and will not have a detrimental impact on the appearance of the existing building or wider street scene. The design and location of the temporary modular building is considered not to result in a detrimental impact on the amenity of the existing users of the nearby hospital buildings or on highway safety. The application is therefore considered to be acceptable, fully in accordance with the relevant policy guidance and there are no material considerations which indicate that the application should be refused.
