  1. Material Changes that Reduce the Quality of the Development The proposed changes are material changes which would reduce the overall quality of the approved development. The non-material amendment process cannot be used to make material changes to a development. Applications to alter an approved development that result in the quality of the development being materially diminished are in conflict with paragraph 140 of the NPPF. As a result, this application is not considered to be acceptable and the proposed changes are refused.
