Planning conditions
  1. Time Limit The development to which this permission relates must be begun not later than the expiration of three years beginning with the date on which this permission is granted. Reason: In order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended).
  2. Approved Plans The development hereby approved shall be carried out in complete accordance with the plans and specifications detailed below and shall relate to no other plans: a. Proposed site plan (002), received 6th March 2026 b. Proposed site elevations (004), received 6th March 2026 Reason: For the avoidance of doubt and to ensure that the development is carried out as approved.
  3. Anti-social Behaviour The development hereby permitted shall be carried out in complete accordance with the Street Hub Anti-Social Behaviour Management Plan – Version 3 received 6th March 2026 and shall be adhered to for as long as the hub is in operation. Reason: To ensure a satisfactory form of development in the interests of the amenities of residents and adjacent businesses having regard for Policies DC1, CS5 of the Local Plan and section 12 of the NPPF
  4. Noise The development hereby permitted shall be carried out in complete accordance with the Street Hub – Noise Management Plan Version 2, received 6th March 2026 and shall be adhered to for as long as the hub is in operation. Reason: To ensure a satisfactory form of development in the interests of the amenities of residents having regard for Policies DC1, CS5 of the Local Plan and section 12 of the NPPF.
  5. Maintenance The proposed street hub shall be maintained in a condition that does not impair the visual amenity of the site. Reason: In the interests of the amenities of the area having regard for Policies DC1 and CS5 of the Local Plan and section 12 of the NPPF.
  6. StreetHub removal The street hub hereby approved shall be removed if it becomes obsolete and land restored to its former condition and use. Reason: In the interests of the amenities of the area and nearby residents having regard for Policies DC1 and CS5 of the Local Plan and section 12 of the NPPF
  7. REASON FOR APPROVAL This application is satisfactory in that the design of the proposed StreetHub accords with the principles of the National Planning Policy Framework (NPPF) and, where appropriate, the Council has worked with the applicant in a positive and proactive way in line with the NPPF. In addition the StreetHub accords with the local policy requirements (Policies CS5 and DC1 of the Council's Local Development Framework). In particular the StreetHub is designed so that its appearance is complementary to the existing site and surroundings and will not have a detrimental impact on the amenity of any adjoining or nearby resident. The StreetHub will not prejudice the character and appearance of the area and will not significantly affect any landscaping nor prevent adequate and safe access to adajcent sites. The application is therefore considered to be an acceptable form of development, fully in accordance with the relevant policy guidance and there are no material considerations which would indicate that the development should be refused.
