  1. Reason for Refusal Based on the evidence provided in support of the applicaiton and the level of staffing required and resulting intensification of the use, the proposal would constitute a material change of use of the premises from Class C3(a) to Class C2 of the Use Classes Order 1987 (as amended) and therefore a Certificate of Lawful Development cannot be issued, and planning permission is required.
