Decision & conditions

Planning conditions
  1. Failure to pass sequential test In the opinion of the Local Planning Authority, the proposed town centre use has not been demonstrated as being policy compliant relative to siting of such a use outside of defined centres, contrary to Local Plan Policies DC1 (general development) , CS13 (a Strategy for the Town, District, Local and Neighbourhood Centres), PLP Policies ST2 and EC8, and the National planning Policy Framework.
  2. Adverse impact on the character and appearance of the area In the opinion of the Local Planning Authority, the overall appearance of the converted garage represents low-quality design and would be out of keeping with the residential streetscene of Lewis Road . Furthermore the proposal would result in an intensification of a commercial use which would result in a noticeable change of customer activity, detrimental to the residential character and appearance of the area. For these reasons, the proposed development is contrary to the guidance contained within Local Plan Policies DC1 (general development) and CS5 (design), PLP Policies CR1, CR2 and CR3.
  3. Poor living conditions for future occupiers In the opinion of the local planning authority the proposal fails to provide adequate means of amenity for future residential occupiers due to the intensification of the commercial use and the associated layout. The proposal is therefore contrary to the DC1 (general development), PLP Policy HO8 and Para 135 of the NPPF.
