  1. Time Limit The development to which this permission relates must be begun not later than the expiration of three years beginning with the date on which this permission is granted. Reason: In order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended).
  2. Approved Plans The development hereby approved shall be carried out in complete accordance with the plans and specifications detailed below and shall relate to no other plans: a. Site location plan drawing dated 13th April 2026 b. Existing ground floor drawing 2026/PM1/01 dated 13th April 2026 c. Existing first floor, loft floor and existing and proposed front elevation drawing 2026/PM1/02 dated 13th April 2026 d. Existing front and side elevation of main dwelling and garage drawing 2026/PM1/03 dated 13th April 2026 e. Existing rear and side elevation drawing of main dwelling 2026/PM1/04 dated 13th April 2026 f. Existing and proposed block plan drawing 2026/PM1/05 dated 13th April 2026 g. Proposed garage elevations drawing 2026/PM1/08 dated 13th April 2026 h. Proposed Ground floor drawing dated 13th April 2026 i. Proposed first floor, loft floor and proposed side elevations drawing 2026/PM1/07 dated 13th April 2026 j. Proposed rear elevation drawing 2025/PM1/09 dated 13th April 2026 Reason: For the avoidance of doubt and to ensure that the development is carried out as approved.
  3. Solar panels The solar PV panels shall be installed with black PVC coloured bird-proofing mesh which shall remain in place for the lifetime of the development. The solar PV panels and any associated equipment shall be removed as soon as reasonably practicable when no longer needed or used, and the roof surface shall upon removal of the panels be reinstated to its former appearance using tiles to match the remainder of the roof surface at the time. Reason : To ensure a satisfactory form of development in the interests of the amenities of residents and the character and appearance of the area having regard for policies DC1, CS5 of the Local Plan and section 12 of the NPPF.
  4. Reason for Approval The application is satisfactory in that the design and appearance of the solar panels to the front elevation of the existing modern detached garage accord with the principles of the National Planning Policy Framework (NPPF) and, where appropriate, the Council has worked with the applicant in a positive and proactive way in line with paragraph 38 of the NPPF (2025). In addition, the solar panels to the front elevation of the existing modern detached garage accord with the Local policy requirements (policies CS4 and CS5 of the Councils Local Development Framework) and the emerging Local Plan. In particular, the proposed solar panels to the front elevation of the existing modern detached garage have been sited to ensure their appearance has a minimum impact on the setting of the listed building and the character and appearance of the wider conservation area and to ensure there will be no detrimental impact on the amenity of the neighbouring properties. The application is therefore considered to be acceptable, fully in accordance with the relevant policy guidance and there are no material considerations which indicate that the application should be refused.
