  1. 1. Inappropriate Design and Scale In the opinion of the Local Planning Authority, the proposed extension, by virtue of its size, scale and design, is considered to be overdevelopment, out of keeping with the host property and wider streetscene, being contrary to the design requirements of the Local Development Plan Policies DC1 (b) (General Development), CS5 (c&f) (Design), the Middlesbrough Design Guide and the emerging Publication Local Plan policies CR2 (e) (General Development Principles) and CR3 (a, c and k) (Sustainable and High Quality Design).
  2. 2. Adverse Impact on Amenity In the opinion of the Local Planning Authority, the proposed extension, due to its size and proximity, is considered to have a significant negative impact on the amenity associated with 49 Emerson Avenue and is contrary to the Urban Design SPD and Local Plan Policy DC1 and Publication Local Plan policy CR2 (b).
  3. 3. Inadequate Parking Provision In the opinion of the Local Planning Authority, the proposed extension would result in a lack of adequate in curtilage parking and would result in problematic reversing manouveres into the highway at the point of a junction, contrary to Tees Valley Highways Design Guide and Local Plan Policy DC1 (d), and Publication Local Plan CR2 (l).
