Planning conditions
  1. Design issues and impact on the character and appearance of the area In the opinion of the Local Planning Authority, by reason of the appearance of the building on North Road, the proposal fails to contain a high standard of building design or improve the quality of the environment. The proposal results in stark, prominent elevations close to the footway which do not provide adequate architectural detailing. Therefore the proposal would have a negative impact on the streetscene and wider character and appearance of the area, contrary to Core Strategy Policies DC1 (General Development), CS5 (Design), Policy REG13 (Riverside Park) of the Regeneration Development Plan and Emerging Policy EC2 (Employment Locations).
  2. Highways Impact In the opinion of the Local Planning Authority, the proposal is considered to result in an intensification of use and demand for car parking which is unable to be accommodated for within the site. Subsequently, the impact of this will be seen in damage to highway infrastructure, an adverse impact on the free flow of traffic and to the detriment of highway safety. The proposal is contrary to the transport criteria set out within Core Strategy Policies DC1 (General Development) and CS19 (Road Safety).
