Reason: In order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended).
  2. Approved Plans The development hereby approved shall be carried out in complete accordance with the plans and specifications detailed below and shall relate to no other plans: a) Specify; and, b) Reason: For the avoidance of doubt and to ensure that the development is carried out as approved.
  3. Materials - Approved Details The development hereby approved shall be carried out in complete accordance with the external finishing materials detailed in the approved plans, or in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To ensure the use of appropriate materials in the interests of the visual amenities of the area having regard for Policies DC1, CS4 and CS5 of the Local Plan and section 12 of the NPPF.
  4. Statutory Requirements The advertisements hereby approved must adhere to the statutory requirements detailed below: a) Any advertisement displayed and any site used for the display of advertisements shall be retained in a clean and tidy condition which does not impair visual amenity, cause danger, nuisance or hazard to the public to the reasonable satisfaction of the Local Planning Authority; b) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition that does not endanger the public; c) Where an advertisement is required under these Regulations to be removed, the site shall be left in a safe condition that does not cause danger, nuisance or hazard to the public or impair visual amenity to the reasonable satisfaction of the Local Planning Authority; d) No advertisement shall be displayed without the permission of the owner of the site or any other person with an interest in the site entitled to grant permission; and, e) No advertisement shall be sited or displayed so as to obscure or hinder the ready interpretation of any road traffic sign, railway signal or aid to navigation by water or air, or so as otherwise to render hazardous the use of any highway, railway, waterway or aerodrome (civil or military). Reason: To comply with Regulation 14(1) and Schedule 2 of the Town and Country Planning (Control of Advertisement)(England) Regulations 2007 and section 12 of the NPPF.
  5. Illumination Levels The level and intensity of illumination of the advertisements will not exceed 300 cd/m2. Reason: To protect the visual and residential amenities of the area and to reduce light pollution having regard for Policies DC1, CS4 and CS5 of the Local Plan and section 12 of the NPPF.
  6. Reason for Approval This application is satisfactory in that the design of the proposed advertisement consent accords with the principles of the National Planning Policy Framework (NPPF) and, where appropriate, the Council has worked with the applicant in a positive and proactive way in line with the NPPF. In addition the advertisement accords with the local policy requirements (Policies CS5 & DC1 of the Council's Local Development Framework). In particular the adverts are designed so that their appearance is complementary to the existing dwellinghouse and so that they will not have a detrimental impact on the amenity of any adjoining or nearby resident. The adverts will not prejudice the character and appearance of the area and will not significantly affect any landscaping nor prevent adequate and safe access to the dwelling. The application is therefore considered to be an acceptable form of development, fully in accordance with the relevant policy guidance and there are no material considerations which would indicate that the development should be refused.
