- RF1 Adverse Impact on Character and Appearance of the Dwelling and the Area In the opinion of the Local Planning Authority, the proposed development, by virtue of its design and location is considered to be in conflict with Local Development Plan Policies DC1 (b) (General Development) , CS5 (c & f) (Design), the Middlesbrough Design Guide and the emerging Publication Local Plan policies CR2 (e) (General Development Principles) and CR3 (a, c and k) (Sustainable and High Quality Design), as it would result in an extension to the front of the property which would have an incongruous appearance which fails to respect the character and appearance of the host property and wider street scene.
