REASON FOR APPROVAL This application is satisfactory in that the change of use from drinking establishment to mixed E use class accords with the principles of the National Planning Policy Framework (NPPF) and the local policy requirements. In particular, the commercial, service or business use will not prejudice the character and function of the designated town centre but will complement its existing commercial and community uses and it will not be detrimental to any adjoining or surrounding properties. The traffic generated, car parking and noise associated with the use will not be of a level likely to result in an unacceptable impact on nearby premises. The application is therefore considered to be an acceptable form of development, fully in accordance with the relevant policy guidance and there are no material considerations, which would indicate that the development should be refused.

The assessment, which must be carried out by a competent and suitably experienced specialist air quality or odour consultant, shall identify the impact of cooking odours and grease released to the air from the premises and detail methods to control them to prevent harm to the amenity. The report shall include relevant details of the position of internal ventilation extraction canopies, the position and height of the flue outlet and the type of filtration and/or odour control units or other fume treatment to be installed. The systems and filtration and odour control units shall be installed before the first operation of the associated use, and they shall be maintained in accordance with the manufacturer's recommendations including the frequency of replacement filters and shall be retained in an operational state for the lifetime of the building. Reason: To ensure a satisfactory form of development in the interests of the amenities of the immediate area having regard for Policies DC1, CS5 of the Local Plan and section 12 of the NPPF.
