  1. Reason for Refusal 1: Design/Layout/Arrangement In the opinion of the Local Planning Authority, the proposal has a poor design and layout, which would result in significant adverse impact in terms of parking and servicing arrangements for the development and the parking arrangements for the wider Parkway Centre and fails to adequately prevent conflict between pedestrian and vehicle movements. The proposals would be deemed to be contrary to the requirements of Local Plan Policies DC1(b), CS5(c) as well as Paragraphs 117 and 135 of the National Planning Policy Framework and National Design Guidance (paragraphs 75-88).
