  1. Adverse impact on character and appearance of the area. In the opinion of the Local Planning Authority, the proposed development, by virtue of its size, design and location is considered to be in conflict with Local Development Plan Policies DC1 (b) (General Development) , CS5 (c&f) (Design), the Middlesbrough Design Guide and the emerging Publication Local Plan policies CR2 (e) (General Development Principles) and CR3 (a, c and k) (Sustainable and High Quality Design), as it would result in an extension to the side / rear / front of the property which would be of an excessive scale and, along with the retrospectively proposed windows, would have an incongruous appearance which fails to respect the character and appearance of the host property and wider street scene.
