  1. Retrospective Development In the opinion of the Local Planning Authority, the replacement uPVC frames and window pane design within the two dormer windows, replacement of the slate roof with concrete tiles, alterations to the brickwork chimney design and removal of the chimney pots, replacement of the block driveway with imprint concrete and widening of the driveway resulting in the loss of the majority of the front garden, the widening of the single vehicle access and installation of a pedestrian access and associated brick pillars resulting in the loss of front boundary wall are considered individually and cumulatively are considered not to be a historic representative of the character and appearance of the original property or the Linthorpe Conservation area. The retrospective works result in a detrimental impact on the character and appearance of the Linthorpe Conservation area and thew Article 4 designated area, contrary to the guidance set out within Paragraphs 135 (a,b,c), 196, 203 of the NPPF and Core Strategy Policies DC1 (b), CS5 (h&f) and the UDSPD.
  2. Inaccurate Plans In the opinion of the Local Planning Authority the proposed development in its current form, by virtue of its inaccurate plans and ambiguity regarding the extent of the installed hard standing and resulting loss of front garden prevents a clear assessment of the impact of the development on the character and appearance of the Linthorpe Conservation Area and street scene, contrary to Local plan Policy DC1 (a) and the NPPF guidance Paragraph 140.
