Time Limit The development to which this permission relates must be begun not later than the expiration of three years beginning with the date on which this permission is granted. Reason: In order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended).
Approved Plans The development hereby approved shall be carried out in complete accordance with the plans and specifications detailed below and shall relate to no other plans: a) Location and Block Plan - Date received 24 March 2025 b) Proposed Floorplans - Drawing no. SR 003137, date received 24 March 2025 Reason: For the avoidance of doubt and to ensure that the development is carried out as approved.
Materials - Approved Details The development hereby approved shall be carried out in complete accordance with the external finishing materials detailed in the approved application form, or in accordance with details to be submitted to and approved in writing by the Local Planning Authority. Thereafter the development shall be carried out in accordance with the approved details. Reason: To ensure the use of appropriate materials in the interests of the visual amenities of the area having regard for Policies DC1, CS4 and CS5 of the Local Plan and section 12 of the NPPF.
Traffic Regulation Order Prior to the commencement of development hereby approved, confirmation that the Traffic Regulation Order to remove the site from the Resident's Permit Parking Scheme is underway must be submitted and approved in writing by the Local Planning Authority. Reason: The development is in a location that is easily accessible by public transport, near a range of amenities including shops and leisure facilities, and within a controlled parking zone having regard for Policy CS4 of the Local Plan and section 9 of the NPPF.
Bin Store Required The development hereby approved shall not be occupied/brought into use until a refuse/recycling store has been provided in accordance with drawing(s) to be submitted to and approved in writing by the Local Planning Authority. Such drawings to show the position, capacity, design, materials and finishes thereof. Thereafter the refuse/recycling store shall be retained for the lifetime of the development for the sole purpose of refuse/recycling storage. Reason: In the interests of the amenities of residents to ensure a satisfactory form of development having regard for Policies DC1, CS4 and CS5 of the Local Plan and section 12 of the NPPF.
Student Use The development / Use hereby approved shall not be occupied other than as student accommodation. Other than staff associated with the management, maintenance and security of the development, no person other than a full time student attending Teesside University (or such other higher/further educational establishment as may be approved by the Local Planning Authority) shall reside within the premises. The owner, landlord or authority in control of the development shall keep an up to date register of the name of each person in occupation of the development together with details of the University / College course(s) attended, and shall make the register available for inspection by the Local Planning Authority on demand at all reasonable times. Reason: The development is not suitable as a permanent place of residence and to ensure a satisfactory form of development having regard for Policies DC1, CS4, CS5 and H11 of the Local Plan and section 12 of the NPPF.
Cycle Store The development hereby approved shall not be occupied/brought into use until covered and secure cycle parking facilities has been provided in accordance with submitted specification (received 24 March 2025), or such plans which are subsequently submitted to and approved in writing by the Local Planning Authority. Such drawings must show the position, design, materials and finishes thereof. Thereafter the cycle parking facilities shall be retained for the lifetime of the development for the sole purpose of parking cycles. Reason: To promote use of cycles reducing traffic congestion and in the interests of the amenities of residents to ensure a satisfactory form of development having regard for Policies DC1, CS4 and CS5 of the Local Plan and sections 9 and 12 of the NPPF.
Reason for Approval It is considered that the proposal is in accordance with the Policies within the Local Development Framework Core Strategy and Development Policies document in that the scale, design and materials proposed are appropriate to the site location and there will be no demonstrable adverse impact on adjacent residential amenity. The Local Planning Authority has acted positively and proactively in determining this application by assessing the proposal against all material considerations, including LDF Policies and any representations that may have been received and subsequently determining to grant planning permission in accordance with the presumption in favour of sustainable development, as set out in the National Planning Policy Framework.
Environmental Construction Management This informative is aimed at ensuring there are no breaches of environmental legislation on the site throughout the construction phase of the development and contractors and developers should adhere to the following advice. All items of machinery powered by internal combustion engines should be properly silenced and/or fitted with effective and well maintained mufflers in accordance with manufacturers instructions. • There should be no bonfires on the site
