  1. Sequential assessment not provided The application site is outside of the Town Centre and thereby a sequential assessment is required. The application is not accompanied by a sequential assessment and as such the application is contrary to Policy CS13 and the NPPF.
  2. Parking/Highway Safety In the opinion of the Local Planning Authority the proposals do not provide any suitable off-street car parking and will create a demand for car parking which will be high in volume and indiscriminate in nature which will also interfere with free flow of traffic on this main route which will be detrimental to highway safety contrary to Planning Policy DC1.
  3. Shop front In the opinion of the Local Planning Authority, the proposed shop front would appear as an oddity, will not constitute high quality design and will be completely out of keeping with the streetscene and would not contribute positive to the character and appearance of the area contrary to Planning Policies DC1, CS5 and the Middlesbrough Design Guide.
  4. Commercial Use In the opinion of the Local Planning Authority the commercial use/intensification of the site will also adversely impact the amenity associated with the neighbouring properties contrary to Planning Policies DC1, CS5 and the Middlesbrough Design Guide.
