- Reason for Refusal In the opinion of the Local Planning Authority, the proposed development, by virtue of its size and position, is considered to be contrary to Local Development Plan Policies DC1 (General Development) and CS5 (Design) and the Councils adopted Urban Design Guide, as it would result in a prominent extension to the front of the property which would redefine the character of the host property and the immediate grouping which in turn would adversely contrast with the vernacular within the street.
