  1. Impact on the character and appearance of the street scene In the opinion of the Local Planning Authority, the overall cumulative impact of the scale, design and position of the proposed dormer extensions would have a significant and detrimental impact on the uniform character and appearance of the existing roofscape of the terraced properties on the northern side of Kensington Road. The development is, therefore, considered to be contrary to the guidance set out in Core Strategy Policy DC1 (b) General Development and CS5 (f) Design and the Council's Urban Design SPD and conflicts with the guidance contained within paragraphs 135 and 139 of the National Planning Policy Framework (2024). It also conflicts with the guidance in the Publication Plan Policy CR2 General Development Principles and Policy CR3 Sustainable and High Quality Design which at this stage also holds some planning weight.
