Planning conditions
  1. Highways In the opinion of the Local Planning Authority, the site layout design provides no specific details of the car parking provision for the intended use or car parking management plan and no details of alternative modes of sustainable travel. The proposal has therefore not demonstrated that sufficient car parking can be provided on site or any alternative modes of travel to reduce car dependency, contrary to CS17 and Chapter 15 of the NPPF (August 2026).
  2. Poor Standard of Accommodation/ Amenity In the opinion of the Local Planning Authority, the proposal would provide limited internal communal space with no private designated useable outdoor amenity space and a lack of adequate bin store provision and therefore does not provide a reasonable standard of accommodation or high standard of amenity for future occupiers. The proposal is contrary to the guidance within Core Strategy policy DC1 (c), the Council’s adopted Interim Policy on Conversions of Properties and the guidance contained within Chapter 12 of the NPPF
  3. Nutrient Neutrality The proposal would result in an increase in population and a consequential increase in wastewater and nutrients (specifically nitrogen) entering into the drainage system which would, in turn, add to existing nutrient burdens within the River Tees. Unmitigated, this proposal would have an adverse impact on the Teesmouth and Cleveland Coast Special Protection Area, which would be contrary to Local Plan Policies CS4 (j) and DC1 (a) and the NPPF and would fail to meet the legal requirements of the Conservation of Species and Habitat Regulations 2017.
