Planning conditions
  1. Refusal Reason 1 – Design and Location In the opinion of the Local Planning Authority, the proposed detached garage will be considered unacceptable development due to the poor finishing materials used in its construction which would not make a positive contribution to the Conservation Area. The location of the detached garage is also deemed detrimental to the local urban grain of Thornton and be harmful to the open green edge of the conservation area, both of which are important characteristics of the Stainton and Thornton Conservation Area. The application is therefore in conflict with Policies DC1, CS4 and CS5 and Paragraphs 203, 205, 206 and 208 of the National Planning Policy Framework.
  2. Refusal Reason 2 – Highway Safety In the opinion of the Local Planning Authority, the access to the proposed garage and associated traffic movements would be at a position in the highway close to a blind corner, with limited visibility and where no streetlights are present. This would amount to an unsafe access and increase risk to highway safety without mitigation, contrary to the principles of Policy DC1 which requires development to have no impact on highway safety.
