Planning conditions
  1. REASON FOR REFUSAL Undue impact on highway safety In the opinion of the Local Planning Authority the proposal to convert the existing 96- sheet advertising display to two a digital advertising displays at a position close to the highway, will appear as a prominent feature for motorists. Adding luminance and a change of image will add to its prominence and will serve to attract a motorist’s view to a greater degree than is currently the case which could result in driver distractions and collisions when taking into account the specific highway arrangement in this area, the associated manoeuvring of vehicles and traffic speeds. The application is therefore considered to be contrary to paragraph 141 of the National Planning Policy Guidance and Local Plan Policy DC1 (Highway safety - test d).
