- Character, scale, impact on neighbours and highway related matters In the opinion of the Local Planning Authority, the proposed development, by virtue of its size, design and location is considered to be in conflict with Local Development Plan Policies DC1(c) (General Development), CS5(c&f) (Design), and the Middlesbrough Design Guide, as it would result in a large and prominent extension to the rear of the property which would have a significant detrimental impact on the amenities associated with the adjacent properties, and would have an adverse impact on parking and on the character of the host property and immediate neighbouring properties. The proposed design results in a low quality development that will harm the visual appearance of the area.
