- In the opinion of the Local Planning Authority, the proposed development, by virtue of its scale, massing and location is considered to be in conflict with Local Development Plan Policies DC1(c) (General Development), CS5(c&f) (Design), and the Middlesbrough Design Guide, as it would result in an unduly large and prominent domestic outbuilding to the rear of the property which would have an adverse impact on the character of the host property and immediate neighbouring properties.
