  1. The signs shall not be illuminated to show red, green nor amber in colour nor in such other manner as may conflict with any traffic signs or signals or cause danger to road users. REASON: To prevent danger to road users.
  2. This permission shall be for a limited period of five years or until the development of the site is completed, whichever shall first occur, when the advertisement hoarding hereby approved shall be removed to the reasonable satisfaction of the Local Planning Authority. REASON: The use of the site for the permanent display of advertisements would be detrimental to the visual amenities of the area
  3. A. Site maintenance: Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Local Planning Authority. B. Safety of hoardings: Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition C. Satisfactory removal: Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Local Planning Authority. D. Permission of owners No advertisement is to be displayed without the permission of the owner of the site or any other person with an interest in the site entitled to grant permission E. Siting No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of, any road traffic sign, railway signal or aid to navigation by water or air, or so as otherwise to render hazardous the use of any highway, railway, waterway (including any coastal waters) or aerodrome (civil or military). REASON: To comply with the requirements of the Town and Country Planning (Control of Advertisements) Regulations 2007.
  4. The advertisement hereby approved shall not operate other in accordance with the following: • The interval between successive displays shall be instantaneous (0.1 seconds or less) • The complete screen shall change, there shall be no visual effects (including fading, swiping, or other animated transition methods) between successive display • The advertisement shall include a mechanism to freeze the image in the event of a malfunction • All advertisements display shall be static with no special effects of any kind • The minimum display time for each advertisement shall be 10 seconds • The use of message sequences for the same product is prohibited • The advertisement shall not include features or equipment which would allow interactive messages or advertisements to be displayed. REASON: To preserve amenity and preserve public safety.
  5. The development hereby permitted shall be carried out in accordance with the following approved plans and documents, where applicable. 2624-L-001 - Location Plan and Block Plan - Prepared by Jainti Architects - Dated August 2026 2624-L-111 - Fire Safety Strategy - Prepared by Jainti Architects - Dated August 2026 2624-A-100 - Existing Plan and Front Elevation - Prepared by Jainti Architects - Dated August 2026 2624-A-210 - Proposed Plan and Front Elevation - Prepared by Jainti Architects - Dated August 2026 REASON: To accord with the terms of the application, for the avoidance of doubt and in the interests of proper planning.
  6. A) In daylight hours, the proposed advertising display luminance shall be controlled to reflect ambient light conditions and shall operate in accordance with recommendations within the Institute of Lighting Professionals Lighting Guide 'PLG 05/23 The Brightness of Illuminated Advertisements including Digital Displays' (2023), specifically Table 10.5 (Recommended maximum daytime permitted values of sign luminance). B) In the hours of darkness from dusk to dawn, the proposed advertising display luminance shall not exceed 300 candelas per square metre. REASON: To preserve amenity of neighbour occupiers and prevent danger to road users.
  7. In accordance with Section DM3 of the National Planning Policy Framework, Richmond upon Thames Borough Council takes a positive and proactive approach to the delivery of sustainable development, by: * Providing a formal pre-application service * Providing written policies and guidance, all of which is available to view on the Council's website * Where appropriate, negotiating amendments to secure a positive decision * Determining applications in a timely manner. In this instance: The application was acceptable as submitted and approved without delay.
