Planning conditions
  1. The information submitted is insufficient to demonstrate that the proposed works to the front lightwell, including the rebuilding of the retaining wall, bridge and entrance steps, would constitute repairs only and would not affect the special architectural or historic interest of the Grade II* listed building. In the absence of sufficient details including a detailed schedule of works, methodology and specification of materials, the Local Planning Authority cannot conclude that the works are exempt from the requirement for listed building consent. As such, it has not been demonstrated that the proposed works would be lawful without listed building consent, and the proposal cannot therefore be certified as lawful under Sections 26H and 26I of the Planning (Listed Buildings and Conservation Areas) Act 1990 (as amended).
  2. For the avoidance of doubt the Drawing(s) No(s) and Document(s) to which this decision refers are as follows:- Location Plan; OS Map and Proposed Site Block Plan (No. 2306 / PL.00); Existing / Lightwell Plan (No. 0115-COL-01); Proposed / Lightwell Plan (No. 0115-COL-02); Front Lightwell Detail (No. L/1525-S01 Rev P1); Heritage Statement (Certificate of Lawfulness) prepared by Hamilton Grey Heritage Services dated August 2026.
