The proposed first floor rear extension, by reason of its siting, scale and design, would represent an overly dominant and incongruous form of development that would erode the original appearance of the host property. The scheme would fail to preserve the setting or special interest of the listed building and cause less than substantial harm to the CA31 Sheen Road Richmond Conservation Area of which it forms part, and there are considered to be no public benefits to outweigh this harm. As such, the proposal would be contrary to the NPPF, the House Extensions and External Alterations SPD and the Local Plan policies 28 & 29, as supported by the CA31 Sheen Road Richmond Conservation Area Statement and study.
In the absence of a fire safety strategy/Reasonable Exception Statement detailing the developments approach to fire safety risk, the scheme has failed to demonstrate that it would not have an adverse impact on the safety of future occupants in the event of a fire and is therefore contrary to the aims and objectives of Policy D12(A) of the London Plan (2021) and policy 44 of the Local Plan.
