The proposed commercial board by reason of its combined size, siting and commercial design, would constitute an overly dominant and visually intrusive advertisement, representing inappropriate development within the streetscene as well as the setting of the CA17 Central Richmond Conservation Area. The scheme fails to preserve or enhance the setting, character and appearance of the conservation area and neighbouring building of townscape (Richmond Train Station). No public benefits have been provided to justify the proposal. The scheme therefore fails LBRUT Local Plan (2025) Policies LP28, LP29 & LP30 and the aims and objectives of the 'Shopfronts' (2010) SPD, as well as HC1 of the London Plan (2021) and Chapter 20 of the NPPF (2026).

The Council is ready to enter into discussions, through the Council's formal pre-application service, to advise the applicants of relevant policy and guidance; and where possible assist in the preparation of a new planning permission.
