The proposed extension, by reason of its siting, bulk and massing, would represent an overly dominant and incongruous form of development that which will negatively impact the character and appearance of the host property and streetscape. As such, the proposal would be contrary to the NPPF, the House Extensions and External Alterations SPD and the Local Plan policy 28.
The development, by reason of its siting within an Area Susceptible to Groundwater Flood and Area of Risk to Surface Water Flood (1 in 1000 year chance), and absence of a site-specific flood risk assessment, the application has failed to demonstrate that the development will be safe for its lifetime taking account of the vulnerability of its users, without increasing flood risk elsewhere. The development is thereby contrary to the aims and objectives of the NPPF and, in particular, Local Plan policy 8 and the Strategic Flood Risk Assessment.
