Under Schedule 2, Part 20, Class A.2 (1) (e) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), prior approval is refused. The proposed additional storey, by reason of its siting, height, scale, and overall appearance would represent an overly dominant form of development in relation to the host building and be harmful to the character of the surrounding townscape, and that will negatively impact upon the significance of near-by heritage assets including Ham House Conservation Area, and Grade II listed buildings Newman House and Beaufort House. As such, the proposal would be contrary to the NPPF, London Plan policy HC1, the London Borough of Richmond upon Thames Local Plan (2025) policy 28 and 29, and Policy H2 of the Ham and Petersham Neighbourhood Plan as supported by the Urban Design Study and Ham House Conservation Area Statement and Appraisal.
Under Schedule 2, Part 20, Class A.2 (1)(g) of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended), prior approval is refused in relation to the amenity impacts of the development, specifically the impact of the increase in demand for waste management space and services and inadequate provision of waste management facilities on-site. In the absence of adequate waste storage facilities, the applicant has failed to demonstrate that the scheme would not result in the overflow and accumulation of refuse, visual clutter, odour, and other harmful effects associated with the storage and collection of waste, to the detriment of the amenity of occupiers of the existing building and neighbouring premises. The scheme fails to comply with the NPPF, and Local Plan (2025) policies 7, 46 and 48, and the Council’s Refuse and Recycling SPD.
