The proposed front elevation fenestration and the two-storey rear and side extension, by reason of their siting, scale and design, would result in an unsympathetic and incongruous form of development that fails to preserve or enhance the character and appearance of the surrounding conservation area and host building of townscape merit. The scheme is therefore contrary to the NPPF and, in particular, Local Plan policies 28, 29 and 30, London Plan policy HC1, and Supplementary Planning Document 'House Extensions and External Alterations' (2015) as supported by the St Matthias Richmond Conservation Area Statement and St Matthias Richmond Conservation Area Study.
The proposed two-storey rear extension, by reason of its siting, depth, height and massing would result in a visually intrusive and overbearing form of development that would be detrimental to the amenity of the neighbouring occupiers, in particular no. 64 Mount Ararat Road. Therefore, the proposal is in conflict with policy 46 of the Local Plan and the House Extensions and External Alterations SPD.
