The proposed development, in the absence of sufficient arboricultural information by way of an Arboricultural Impact Assessment (AIA), Tree Protection Plan (TPP) and Arboricultural Method Statement (AMS), has failed to demonstrate that the proposal would not detrimentally impact on the health and longevity of nearby trees to the detriment of the visual amenity of the locality and the character and appearance of the area. The proposal is therefore contrary to the NPPF and, in particular, policies 28 and 42 of the Local Plan.
Due to the unsatisfactory refuse storage and disposal arrangements and absence of justification for such, the proposed development fails to comply with the NPPF, Local Plan policy 7 and Refuse and the Recycling Storage Requirements SPD.
In the absence of a satisfactory completed energy statement and section 106 agreement securing an off-site zero-carbon contribution, the proposed development fails to demonstrate that it will achieve the highest standards of sustainable design and construction to mitigate the effects of climate change, or otherwise justify a lesser standard, and thereby fails to comply with the aims and objectives, in particular, policies 3, 4 and 6 of the Local Plan and Supplementary Planning Document 'Sustainable Construction Checklist'.
In accordance with paragraphs 38-42 of the National Planning Policy Framework, Richmond upon Thames Borough Council takes a positive and proactive approach to the delivery of sustainable development, by: * Providing a formal pre-application service * Providing written policies and guidance, all of which is available to view on the Council's website * Where appropriate, negotiating amendments to secure a positive decision * Determining applications in a timely manner. In this instance: * The applicants did seek formal pre-application advice, however, the Council's recommendations for amendments were not followed, and the scheme was found to be contrary to policy and guidance, and therefore the application was subsequently refused. The Council is ready to enter into discussions, through the Council's formal pre-application service, to advise the applicants of relevant policy and guidance; and where possible assist in the preparation of a new planning permission. More information on the pre-application service and relevant fees can be found online at www.richmond.gov.uk/pre-application_for_developers.

The proposed development, as a whole, by reason of its siting, massing and relationship with the host building, would represent an overly dominant and incongruous form of development that would unacceptably erode the original appearance of the host property. The proposal would result in harm to the Central Richmond Conservation Area of which it forms part of, and there are considered to be no public benefits to outweigh this harm. As such, the proposal would be contrary to the NPPF, and the Local Plan policies 28 & 29, as supported by the Central Richmond Conservation Area Statement and Study.
The proposed development, by reason of its siting, depth, height and massing would result in a form of development that lead to an unacceptable loss of light that would be detrimental to the amenity of the neighbouring occupiers. Therefore, the proposal is in conflict with policy 46 of the Local Plan.
