The proposed rear extension, terrace, and rear ground floor fenestration alteration by reason of their siting, scale and design, would result in an unsympathetic and incongruous form of development that fails to preserve or enhance the character and appearance of the surrounding conservation area and host building of townscape merit. The scheme is therefore contrary to, in particular, Local Plan policies 28, 29 and 30, and Supplementary Planning Document 'House Extensions and External Alterations' (2015) as supported by the St Matthias Conservation Area Statement and St Matthias Conservation Area Study.
The proposed terrace, by reason of its siting and relationship to the neighbouring properties, would create additional opportunities to overlook, resulting in an unacceptable loss of privacy to the detriment of the amenities enjoyed by the occupants of surrounding neighbouring properties. The proposal is therefore contrary to, in particular, Policy 46 of the Local Plan.
The development, by reason of the absence of an Arboricultural Impact Assessment, Tree Protection Plan (TPP) and Arboricultural Method Statement has failed to demonstrate that the proposal would not detrimentally impact on the health and longevity of nearby trees to the detriment of the visual amenity of the locality and the character and appearance of the area. The proposal is contrary to the NPPF and, in particular, policies 28 and 42 of the Local Plan.
