The proposed signage, by reason of its siting, scale and design, would appear as an ad hoc, incongruous and unsympathetic addition to the host building's elevation and the street scene, thereby harming visual amenity, including the character and appearance of the host property, which is a Grade II Listed Building and the character and appearance of the Central Richmond Conservation Area. The scheme would be contrary to the NPPF and, in particular, policies 28, 29 and 30 of the Local Plan, policy HC1 of the London Plan, the Shopfronts SPD and Richmond and Richmond Hill Village Planning Guidance as supported by the Central Richmond Conservation Area Statement and Conservation Area Appraisal.

In this instance: * The applicants did not seek formal pre-application advice, and the scheme was found to be contrary to policy and guidance, and subsequently refused. The Council is ready to enter into discussions, through the Council's formal pre-application service, to advise the applicants of relevant policy and guidance; and where possible assist in the preparation of a new planning permission.
