  1. Refusal (in part) The application is partially refused: There is a lack of clarity regarding the current and proposed height of the tree, with an indicated reduction of approximately 5 metres. No detailed specification has been provided to support this extent of work, and no arboricultural evidence has been submitted to justify such a significant height reduction. In addition, no clear justification has been provided for the proposed crown lift, and the extent of pruning has not been quantified in measured terms (metres). In the absence of sufficient detail and supporting information, the Council is unable to properly assess the necessity or impact of these elements of the proposal. As such, the proposed height reduction and crown lifting are considered unsupported and cannot be approved at this time. Approval (in part) The following works are approved: Reduce the southern flank of the lower crown by approximately 1.5 metres, blending naturally with the existing canopy or back towards the boundary line (previously reduced). Reduce the lateral spread by approximately 2 metres from the adjacent flats to achieve a clearance of 3.5 metres. These works are considered reasonable and consistent with previous management, and are acceptable in arboricultural terms.
  2. The proposed work is to be carried out to British Standard 3998 (2010) Tree Work Recommendations, by a reputable tree surgeon to the satisfaction of the Tree Preservation Officer who should be informed of the date of commencement of work.
  3. The applicant's attention is drawn to Section 78 of the Town and Country Planning Act 1990, by which an appeal may be made to the Secretary of State within 28 days of notification of this decision.
