Application invalid as per Planning Officer email sent 2nd June
The proposed extension, by reason of its excessive height, depth and layout, as well as its siting and materiality, would represent an unsympathetic, incongruous and visually obtrusive form of development that fails to appear subordinate to the host BTM to the detriment of the visual amenity of the street scene and the wider character and appearance of the conservation area. The proposal therefore fails to comply with, in particular, Policies 28, 29 and 30 of the Local Plan (2025), the House Extensions and External Alterations SPD (2015) and the Conservation Area Appraisal The Grove. Furthermore, the proposal does not meet the statutory duties of Sec.72 (1) of the Planning (Listed Building and Conservation Areas) Act 1990 and does not comply with Policy HC1 of the London Plan (2021). There are no public benefits to outweigh the identified harm, so therefore the proposal fails the test of NPPF (2026).
The application, by failing to provide a Drainage Strategy and SuDS measures, has not demonstrated that acceptable runoff rates would be achieved by the development in compliance with Section 18 of the NPPF (2026), policy SI13 of the London Plan (2021) and policy 8 of the Richmond upon Thames Local Plan (2025).
