In this instance: * The applicants did not seek formal pre-application advice, and the scheme was found to be contrary to policy and guidance, and subsequently refused. The Council is ready to enter into discussions, through the Council's formal pre-application service, to advise the applicants of relevant policy and guidance; and where possible assist in the preparation of a new planning permission. The proposal, by reason of siting, shape, size and colour, would represent an overly dominant and incongruous form of development that which will negatively impact the character and appearance of the townscape, surrounding Conservation Area (CA38 High Street Hampton Hill) and nearby Listed Building and create harmful street clutter detrimental to the street scene. The proposal would cause less than substantial harm to the significance and setting of the nearby Listed Building and the Conservation Area more generally. As such, the proposal would be contrary to, in particular, the NPPF, and the London Borough of Richmond upon Thames Local Plan (2025), policies 28 and 29.
