  2. This application was assessed on the basis of the following plans/documents: JC0162 - CMP [V3] - Construction Management and Logistics Plan; CM01 C1 Construction Management Plan; Method Statements and Risk Assessments [JC0162 - MS 001, 002, 003, 004a, 005a, 006, 007, 008a] TFL - London Underground Letter (dated 14/04/26); Fire Strategy Plans [Floors Ground - Fifth Floor FS01-06]; P9 Rev A - Front Elevation North; P10 Rev A - Rear Elevation South
  3. The details submitted with the application are insufficient to discharge condition 5 as they do not provide an overall fire safety document that fully addresses the individual requirements of the condition or Policy D12(a) of the London Plan (2021).
  4. The details submitted with the application are insufficient to discharge condition 7 as they do not provide a sound insulation and ventilation strategy, contrary to Policy D14 of the London Plan (2021) and Policy LP26 of the Redbridge Local Plan (2018).
  5. The details submitted with the application are insufficient to discharge Condition 2 as they do not provide key information and safeguards during construction of the ground works and ensure there are no detrimental impacts on neighbouring infrastructure, including safe and convenient access for existing residents; vehicle routing and site wide noise/dust suppression, contrary to Local Plan Policies LP22 and LP24, and Policies D13 and D14 of the London Plan (2021).
  6. Condition 6 has no dischargeable elements to its wording, and therefore cannot be discharged (only complied with) within this discharge of conditions application.
