The details submitted with the application are insufficient to discharge condition 5 as they do not provide key information and safeguards for safety during construction of the ground works and ensure there are no detrimental impacts on neighbouring infrastructure, including safe and convenient access for existing residents; vehicle routing and noise/dust suppression, contrary to Local Plan Policies LP22 and LP24, and Policies D13 and D14 of the London Plan (2021).
