Decision & conditions

Refuse Permission/Consent
2095533_Decision_Householder_Fasttrack_FULR.pdf
Planning conditions
  1. in accordance with plans A101 Rev R0, A102 Rev R0, A103 Rev 03, A104 Rev R0, A105 Rev R0, A206 Rev R1, A207 Rev R1, Planning Statement, Fire Safety Statement
  2. The part retrospective proposal for a detached rear outbuilding, by reason of the change of orientation of the gable ended roof and the raising of eaves height, would result in a development (outbuilding) of excessive scale, bulk, height and massing, resulting in a dominant, visually intrusive and incongruous form of development that would fundamentally alter the appearance of the outbuilding as granted under planning permission ref. 0100/24. The proposal would be highly visible within the streetscene and would fail to respect the established character and built form (outbuildings) of the surrounding area. Thus, it fails to comply with Policies L2 and DP3 of the NPPF (2026) and Policy LP30 of the Local Plan. This is further supported by DM8 (Unauthorised development and enforcement) of the NPPF (2026), whereby substantial weight is given to the intentional nature of the breach, which weighs against the grant of planning permission.
  3. Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
  4. Redline Boundary and Ownership Certificates The applicant is advised that the discrepancy regarding the red line boundary will need to be resolved prior to the submission of any future applications and would also require clarification should the proposal be progressed through the appeal process.
