Planning conditions
  1. The application was assessed on the following plans / documents: X01 - Existing Elevations and Block Plan; X02 - Roof Plan and Section; X03 - Existing Elevations and Block Plan; P01 - Proposed First and Second Floor Plans; P02 - Proposed Third Floor and Roof Plans; PL03 - Proposed Front and Rear Elevations; PL04 - Proposed Section AA; Design, Access and Heritage Statement, Fire Safety Statement; Flood Risk Assessment; Draft Unilateral Undertaking [Incomplete]; Waste Management Plan
  2. The proposed upward extension by reason of its design, positioning and appearance would be detrimental to the architectural interest of the shopping parade and its roofscape, resulting in harm to the character of the Woodford Broadway Conservation Area. The proposal would therefore fail to preserve or enhance the character or appearance of the site or Conservation Area, contrary to Policies LP26 and LP33 of the Redbridge Local Plan, Policies D3 and HC1 of the London Plan and NPPF (2026) Policies HE4, HE5, HE6 and HE9
  3. The proposed upwards extension by reason of its position, height and access arrangements, would be harmful to the amenity of neighbouring residents at the top floor residential flat at 4 The Broadway and 2nd floor flat at 5 The Broadway resulting in loss of light and outlook to the top floor unit, and disruption of 5 Broadway flat's private outdoor amenity space (balcony). Thus, the proposal would be contrary to Policies LP26, and LP29 of the Redbridge Local Plan; D3 of the London Plan; and NPPF (2026) Policy LE2.
  4. In the absence of appropriate mitigation via a completed unilateral undertaking, the proposal would have an unacceptable impact upon the Epping Forest SAC, and as such it is contrary to Policy LP39 of the Redbridge Local Plan (2018); Policy G6 of the London Plan (2018); and Policies N2 and N6 of the NPPF (2026)
  5. Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
