Planning conditions
  1. in accordance with plans, E-01, P-01, B-01, Location Plan, HMO Management Plan, Planning Statement, Site Waste Management Plan
  2. The proposed development involves the loss of a two bed home in a location which the Council considers positively contributes to the Borough's housing need. As such, this proposal fails to comply with Policiy LP5 of the Local Plan and the Housing Needs identified in the 2023 Strategic Housing Market Assessment (SHMA).
  3. The proposal would result in an over-concentration of HMO’s along Roman Road, with the application site resulting in 21.11% of properties along Roman Road being in use as an HMO, contrary to Policy LP5 and the Council’s Housing Design Guide SPD (2019).
  4. The proposed small HMO, due to the significant shortfall of gross internal floor area, would result in substandard residential accommodation, to the detriment of the amenities of occupants of the development. The proposal is contrary the Council's Housing Design Supplementary Planning Document, Policy LP29 of the Local Plan, and Policy D6 of the London Plan.
  5. Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework.
