  1. in accordance with plans, HD00000 - PL01, HD00000 - PL02, HD00000 - PL03, HD00000 - PL04, Block Plan, Location Plan, Care Management Plan, Flood Risk Assessment, Good Neighbour & Community Engagement Plan, Local and National Need Statement, Missing CHuld Protocol & Police Liaison Strategy, Noise & Anti Social Beahviour Mitigation Plan, Planning Fire Safety Statement, Planning Statement, Security Statement, Sustainable Travel Policy, and Waste Management Plan
  2. The scheme would involve the loss of a single-family house which would deprive the borough of a size and quality of single-family housing in high need in the borough, to be replaced with a C2 (Childrens’ Care Home) use for which there is no demonstrable need in the Borough. The proposal would conflict with the aims of Policy HO7 of the NPPF (2026), Policy H12 of the London Plan, and Policies LP5, and Policy LP4 of the Council’s Local Plan.
