Decision & conditions

Planning conditions
  1. The application was assessed on the following plans / documents: Proposed Location Plan; Proposed Site Plan; KG/01 - Existing Floor Plans; KG/02 - Proposed Floor Plans; Planning Statement; Waste Management Plan; Flood Risk Assessment; Crime Prevention & Safer Places Statement; Fire Safety Statement
  2. In the absence of sufficent supporting evidence to demonstrate to the contrary, the proposal would involve the loss of a family dwelling that would deprive the borough of a size and type of housing identified to be in high need within the borough, as identified in the 2023 Strategic Housing Market Assessment (SHMA) Update, to be replaced with a C2 (Childrens’ Care Home) use for which there is no demonstrable local need for within the Borough. As such, the proposal would conflict with the aims of Policies HO1, HO5 and HO7 of the NPPF (2026), Policy H12 of the London Plan, and Policies LP4(1(a) and LP5 of the Redbridge Local Plan (2018).
  3. Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
