in accordance with plans 1261-120 (A); 1261-12 (B); 1261-60 (A) Proposed Floor Plans and Elevations; 1261-60 (A) Existing Elevations; Existing Floor Plan V5; 1261-10; 1261-121; 2023/7670/TN01; Waste Management Plan; Planning Statement, and Fire Statement.
The proposed development involves the loss of a family sized unit in a location which the Council considers positively contributes to the Borough's housing need, and does not take the opportunity to mitigate for the loss of this home. As such, this proposal fails to comply with Policies LP5, and LP6 (f) of the Local Plan, the Housing Needs identified in the 2024 Strategic Housing Market Assessment (SHMA), and policy HO7 of the NPPF 2026.
The proposed development by reason of the insufficient outlook and daylight/sunlight to Flat 3 and 3a; and lack of private amenity space for flat 3, would result in a sub-standard quality of residential accommodation detrimental to the amenities enjoyed by prospective occupants of the development. Thus, it would be contrary to LP29 of the Council's Local Plan, Policy D6 of the London Plan, and Policies P3 and PM13 of the NPPF.
The proposal, by reason of the entrance/access to flat 3a, would lead to additional noise, disturbance and loss of privacy to the rear of neighbouring properties no. 79-87 Grove Road given the increased comings and goings. Thus, it is contrary to Policies LP6 (c) of the Local Plan, and P3 of the NPPF 2026.
In the absence of appropriate mitigation, the proposal would have an unacceptable impact on the Epping Forest SAC, and as such it is contrary to Policy LP39 of the Council's Local Plan.
