The single-storey extension, by virtue of its mono-pitched roof which slides towards the adjacent neighbour at No. 49 Abbey Road, would cause water run-off and be harmful to the amenities enjoyed by that neighbour, which is contrary to Policy LP30 of the Local Plan and Policy DP3 of the NPPF 2026.
The proposal, by reason of the absence of access to private amenity space by the occupants of Flat B, would result in sub-standard residential accommodation and be detrimental to the amenities enjoyed by prospective occupants of this development. Thus, it is contrary to Policy LP29 of the Local Plan, Policy D6 of the London Plan and Policy DP3 of the NPPF 2026.
The site is not located in any Metropolitan, District or Local Centres as identified in Appendix 6 of the Local Plan. As such, it does not comply with the locational requirement intended to ensure that such conversion is appropriately sited in an area with good access to local shops, services and public transport to allow residents to access those services and opportunities. Therefore, this proposal does not comply with criterion 1(a) of Policy LP6 of the Local Plan and Policy L3 of the NPPF 2026.
Redbridge Planning Service adopts a positive and proactive approach when engaging with applicants/agents in line with the National Planning Policy Framework. We encourage engagement with the pre-application service to avoid delays in the planning process. https://www.redbridge.gov.uk/planning-and-building/planning/ The proposal does not comply with policy and no pre-application discussions were entered into. The applicant is encouraged to seek pre-application advice prior to the submission of any future planning application.
In the absence of appropriate mitigation, the proposal would have an unacceptable impact on the Epping Forest SAC, and as such it is contrary to Policy LP39 of the Council's Local Plan.
