in accordance with plans RA066/01, RA066/02, RA066/03, RA066/04, RA066/05, Site Location Plan, Biodiversity Statement, Design and Access Statement, Heritage Statement, and Fire Safety Strategy Statement
The proposed rear outbuilding, by virtue of its excessive height, size, and location, would result in a bulky and unproportionate addition to the rear garden of 2A, Langley Drive, London, E11 2LL, and, due its highly prominent and visible location on St. Marys Avenue, would be an intrusive development within the streetscene and detract from the character and appearance of this part of the Wanstead Village Conservation Area, failing to preserve or enhance it, and so would be contrary to Policies LP26 and LP30 of the Local Plan, Policy HC1 of the London Plan, and Policies HE5, HE6, and HE9 of the NPPF (2026).
The details submitted with this application are insufficient because they fail to provide any supporting evidence (in the form of an Arboricultural Impact Assessment, Arboricultural Method Statement, Tree Survey Plan, and Tree Protection Plan) to demonstrate that the proposed demolition of the existing structures and the erection of a new detached rear outbuilding would not have a serious and adverse effect on the existing trees, which make a significant contribution to the character and appearance of St Mary’s Avenue/this part of the Wanstead Village Conservation Area, located in and adjacent to the rear garden of 2A, Langley Drive, London, E11 2LL. Without this information, the Council is unable to fully assess the application and deem that the proposal satisfies the requirements Policies LP26, LP33, and LP38 of the Local Plan, Policy G7 of the London Plan, and Policies HO9 and N2 of the NPPF (2026).
