The development hereby permitted shall be carried out in accordance with the following approved plans: Supporting Statement, 265-Pro-Site-P1, 265-Pro-H1-GA-P1, 265-Pro-H3-GA-P2, 265-Pro-H3-GA-P1, 265-Pro-H1-GE01-P2, 265-Pro-H1-GE02-P1, 265-Pro-H3-GE01-P1, 265-Pro-H3-GE02-P1, 265-Pro-GA00-P1, 265-Pro-GA01-P1, 265-Pro-GA02-P1, Approved and Proposed Site Plan Ground Floor, Approved and Proposed Site Plan First Floor, Approved and Proposed Site Plan Loft Floor, Approved and Proposed Site Plan Roof, Proposed House 1 Elevation AND Proposed House 3 Elevation Reason: In order to facilitate the use of section 73 of the Town and Country Planning Act 1990 to make minor material amendments to this planning permission.
The external materials to be used in the construction of the development hereby permitted shall accord with the specification stated in the planning application form submitted with the application unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure the that the development accords with the terms of the application and to ensure that the development has a satisfactory appearance and comply with LP26 of the Council’s Local Plan.
The dwelling houses, as approved in accordance with this permission, shall only be used as single units of accommodation, and shall not be subdivided, separated or altered in any way so as to create two or more separate units of accommodation, without further grant of planning permission. Reason: In order to prevent the creation, by conversion, of additional and inappropriate units of accommodation at this site, which may lead to an over intensive use of the site and to comply with Policies LP5 and LP29 of the Council’s Local Plan and Policy D6 of the London Plan.
During construction of the development hereby permitted, the trees located adjacent the development at 159 Monkhams Lane Land at Corner of Monkhams Lane and Orchard Lane, Woodford Green, IG8 0NP shall not be lopped or felled without the written consent of the local planning authority. Reason: In order to maintain the existing vegetation at the site, which makes an important contribution to the character of the area, and to accord with Policies LP26 and LP38 of the Council’s Local Plan. During construction of the development hereby permitted, any trees within or near to the site shall be protected in accordance with the requirements of BS 5837 (2012) 'Trees in Relation to Design, Demolition and Construction'.
The protection measures shall be implemented prior to any below ground works, and shall be retained for the entire period of the duration of any work at the site, in connection with the development hereby permitted. Reason: In order to maintain the existing vegetation at the site, which makes an important contribution to the character of the area, and to accord with Policies LP26 and LP38 of the Council’s Local Plan.
Notwithstanding the indicative details shown on the plans hereby approved, before first residential occupation of the development, a scheme of hard and soft landscaping shall be submitted to and agreed in writing by the Local Planning Authority and shall include the following. A. Soft Landscaping scheme shall include: a) Planting plan; b) Written specifications (including cultivation and other operations associated with trees, plants and grass); and c) Schedules of plants and trees, setting out the species, sizes, numbers/densities and soil depths. The scheme shall also include a programme setting out how the plan will be put into practice including measures for protecting plants and trees both during and after development has finished. The new planting shall be carried out in accordance with BS 8545 (2014) ‘Trees: from nursery to independence in the landscape’ in the first planting and/or seeding season following the first occupation of the residential buildings hereby permitted or the substantial completion of the development, whichever is the sooner and shall comply with the requirements specified in BS 3936 (1992) 'Specification of Nursery Stock Part 1 Trees and Shrubs', and in BS 4428 (1989) 'Recommendations for General Landscape Operations'. None of the new trees, plants or shrubs planted shall be lopped or topped within a period of five years from the completion of the development. Any trees, plants or shrubs, which, within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased, shall be replaced in the next planting season, in accordance with the approved scheme. The approved landscaping scheme shall be maintained thereafter. Reason: In order to accord with Policies LP26 and LP38 of the Council’s Local Plan. Before occupation the dwellings shall comply with Building Regulations Optional Requirement Approved Document G2 – Water efficiency (2015 edition). Evidence of compliance shall be notified to the building control body appointed for the development in the appropriate Full Plans Application, or Building Notice, or Initial Notice to enable the building control body to check compliance. Reason: To comply with London Plan Policy SI 5. Thsi condition has been discharged under Ref: 3331/24/01
All non-CHP gas fired boilers installed in this development must achieve dry NOx emission levels no greater than 40 mg/kWh. Reason: To protect air quality and health in accordance with the aims of the Redbridge Local Plan and Air Quality Action Plan.
The proposal must: 1) identify suitably positioned unobstructed outside space: a) for fire appliances to be positioned on b) appropriate for use as an evacuation assembly point 2) be designed to incorporate appropriate features which reduce the risk to life and the risk of serious injury in the event of a fire, including appropriate fire alarm systems and passive and active fire safety measures 3) be constructed in an appropriate way to minimise the risk of fire spread 4) provide suitable and convenient means of escape, and associated evacuation strategy for all building users 5) develop a robust strategy for evacuation which can be periodically updated and published, and which all building users can have confidence in 6) provide suitable access and equipment for firefighting which is appropriate for the size and use of the development Reason: In the interests of fire safety and to ensure the safety of all building users in compliance with Policy D12 of the London Plan.
