Planning conditions
  1. The development hereby permitted shall be begun no later than the expiration of three years from the date of this permission. Reason: In order to comply with the requirements of Section 91 of the Town and Country Planning Act 1990.
  2. The development hereby permitted shall be carried out in accordance with the following approved plans: TRANSPORT FOR LONDON - Shelter Advertising Proposal - TECHNICAL SPECIFICATION (Appendix A), SITE PLAN & IMAGES (0126 0195), Appendix B, Cover letter (dated 30th June 2026), and TFL Pre-app letter (30th June 2026). Reason: In order to facilitate the use of section 73 of the Town and Country Planning Act 1990 to make minor material amendments to this planning permission.
  3. No advertisement is to be displayed without the permission of the owner of the site or any other person with an interest in the site entitled to grant permission. Reason: To accord with the conditions specified in the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.
  4. No advertisement shall be sited or displayed so as to:- a) Endanger persons using any highway, railway, waterway, dock, harbour or aerodrome (civil or military). b) Obscure, or hinder the ready interpretation of, any traffic sign, railway signal, or aid to navigation by water or air. a)Hinder the operation of any device used for the purpose of security, or surveillance, or for measuring the speed of any vehicle. Reason: To accord with the conditions specified in the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.
  5. Any advertisement displayed, and any site used for the display of advertisements, shall be maintained in a condition that does not impair the visual amenity of the site. Reason: To accord with the conditions specified in the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.
  6. Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a condition that does not endanger the public. Reason: To accord with the conditions specified in the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.
  7. Where an advertisement is required under these Regulations to be removed, the site shall be left in a condition that does not endanger the public or impair visual amenity. Reason: To accord with the conditions specified in the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.
  8. The advertisements within the LCD internally illuminated display hereby permitted shall change no more frequently than once every 10 seconds and shall not include any animation or exposed cathode tubing. No visual effects of any kind to be permitted to accompany the transition between any two successive messages. The replacement image shall not incorporate any fading, swiping or other animated transitional method. Reason: To safeguard local visual and residential amenity/ to prevent the distraction of road users in the vicinity in accordance with policy LP28 Local Plan.
  9. There shall not be any sequencing of advertising messages relating to the same product at any time. Reason: To safeguard local visual and residential amenity/ to prevent the distraction of road users in the vicinity in accordance with policy LP28 Local Plan.
  10. The maximum steady brightness of the illumination of the advertisements shall not exceed 2,500 candelas per square metre during the hours of daylight and 300 candelas per square metre at night. Reason: To accord with policy LP28 of the Local Plan as an advertisement of greater brightness would be unduly obtrusive and would be detrimental to the amenity of the area or compromise traffic safety.
  11. The footway and carriageway on the TLRN and SRN must not be blocked during the installation and maintenance of the advertising panel. Temporary obstruction during the installation must be kept to a minimum and should not encroach on the clear space needed to provide safe passage for pedestrians or obstruct the flow of traffic. Reason: To safeguard local visual and residential amenity/ to prevent the distraction of road users in the vicinity in accordance with policy LP28 Local Plan.
