The two bedrooms in Flats A and B as proposed, by virtue of their poor levels of outlook and access daylight/sunlight as well as the significant sense of enclosure over a bin storage area, would result in substandard residential accommodation, to the detriment of the amenities of prospective occupants of the development. Thus, the proposal is contrary the Council's Housing Design Supplementary Planning Document, Policies LP26 and LP29 of the Local Plan, and Policy D6 of the London Plan.
The proposal, by reason of the absence of access to private amenity space by both Flats A and B, would result in sub-standard residential accommodation and be detrimental to the amenities enjoyed by prospective occupants of this development. Thus, it is contrary to Policy LP29 of the Local Plan, Policy D6 of the London Plan and Paragraph 135 of the NPPF.
In the absence of appropriate mitigation, the proposal would have an unacceptable impact the Epping Forest SAC, and as such it is contrary to Policy LP39 of the Council's Local Plan.

As such, the proposal is contrary to Policy LP17 of the Local Plan.
